<description><![CDATA[<span style="font-size: small;"><span style="color: #800000;"><span style="font-size: medium;"><strong>TECHNOLOGIES TO RESOLVE&nbsp; INTERNATIONAL AND INTERNAL POLITICAL CONFLICTS&nbsp; WITHOUT USING FORCE</strong></span></span><br /><br /><br /><em>Andrei Viktorovich Manoilo,<br />Department of Foreign Policy and International Relations<br />&nbsp;at the Diplomatic Academy of the Ministry of Foreign Affairs of the Russian Federation</em><br /><br /><strong><em>Annotation<br /><br />This article examines cultural and civilization approaches to modern models, methods and technologies of psychological man-agement of international and internal political conflicts. In today&rsquo;s world there is a vast multitude of various methods, means and technologies for psychological warfare to impact conflicts.&nbsp; However, a detailed analysis shows that all of them have clear cultural and civilization-related difference and can be conditionally combined within the framework of four primary ideologi-cal approaches: Anglo Saxon, Eastern Asiatic, Middle Eastern (Islamic) and Western European (Roman-Germanic).</em></strong><br /><br />Despite the fact that the epoch of global confrontation has come to an end, the total number of political con-flicts in the world is not only on the decline, but rather continues to be on the rise, and are manifested in new forms, with a low likelihood of responding to stabilizing impacts of traditional instruments of political management. As M.M. Lebedeva states, &ldquo;modern day conflicts have become one of the leading factors of instability in the world to-day. Because they are poorly managed, they have the tendency to escalate and to draw in a greater and greater number of participants, which creates a threat not only to those who are directly involved in the conflict, but to everyone else as well&rdquo; [1, pg. 14]. International relations is more and more often becoming the field of political conflicts.</span>]]></description>

<description><![CDATA[<p><span style="font-size: small;"><span style="color: #800000;"><strong><span style="font-size: medium;">National State Models&nbsp; for Psychological Solutions to International Conflicts</span></strong></span><br /><br /><em>Andrei Viktorovich Manoilo,<br />Department of Foreign Policy and International Relations DA MID RF [Diplomatic Academy Ministry of Foreign Affairs of the Russian Federation]</em><br /><br />Despite the fact that the epoch of global confrontation has come to a close, the number of political conflicts in the modern world continues to be on the rise, in new shapes and forms that are not terribly responsive to stabilizing impact of traditional institutions and systems of collective security. Moreover, international efforts to resolve political conflicts are today are enduring a systematic crisis that requires not only the search for new paradigms and methods for impacting conflict situations, but also to create new paradigms for managing international conflicts.&nbsp; Given this, technologies for information and psychological warfare are being pushed to the forefront, which today are not generally universal in nature, but rather capture national-state and cultural particularities of these civilizations.</span></p>
<p><span style="font-size: small;"><br />In today&rsquo;s world a significantly large quantity of various types of political conflicts, internal and external, different in scale and covering a variety of geographical territory, involving different ethnos, social and political strata, and political systems, are arising simultaneously, undergoing all kinds of degrees of escalation and fading away. With each and every new conflict, that has reached an institutional stage as a result of political action to resolve it, experience is gained with respect to the impact it has on modern day conflicts to try to prevent the conflicts from escalating into a destructive stage for society. Today various countries garner their efforts together to resolve international conflicts, various international institutions are in effect that enable a third party to foster resolution to the conflict. However, despite the amount of experience gained, the number of current conflicts is hardly on the decline, on the contrary, their numbers are dynamically growing, and in some cases so quickly that the system of socio-political relations of modern day society simultaneously have become more complicated. </span></p>

Overall, all of their diversity can be combined within the framework of four cultural-civilization models (or orientations): Anglo-Saxon (represented by the USA, Great Britain, and the British Commonwealth), Eastern Asiatic (China, Vietnam, Thailand, Taiwan, Japan), Roman-Germanic (Germany, France, Italy, and the Scandinavian countries) and Middle Eastern (the Islamic world, Arab countries, Iran, Pakistan, Turkey and Indonesia).</span>]]></description>
